Richard Mehta, an investor
in Sunnyvale, Calif., estimates that at least 200,000 people are trading
initial offerings electronically. He is trying to capitalize on the strong
demand by selling a service, eWebWatch, that notifies people, by e-mail
message, telephone or beeper, as soon as one of four online brokerage
firms posts new information about a planned offering. In two months, more
